Greg Pason reported that the Party’s membership has 1009 in good standing, with an additional 150 up to six months out of good standing. He also gave the end-of-year financial report.

Motion: To make the full-time student rate only available as a one-year student introductory rate. Motion passed Motion passed unanimously.

Motion (E. Chester): To change the base rate for net incomes of $20-35,000 to $75 with a self defined sliding scale of up to $150. Greg Pason presented the 2008 Operational budget: Revenue: Dues Payments $25,000, Contributions $7,500, Pledges $5,000, Sustainers $1,500, TS/SW revenue $1000 ($500 ads & $500 subs.), Support from Reserve $10,000, Org. Conf. revenue $1000 ($500 registrations/ $500 journal ads).

Motion: (Greg Pason) To adopt the 2008 operational budget as amended in principle. The budget will be re-evaluation at the next National Committee meeting with input and review of the Finance Committee. Publication
The National Committee discussed the Editorial Board report submitted by Mal Herbert, EB convener.

Motion: (Mal Herbert) To name William Wharton as the Editor of The Socialist. Motion passed unanimously

Publication
The Socialist/ Socialist Women
Susan Dorazio proposed that the publication schedule include four issues of The Socialist and two issues of Socialist Women.

The group discussed the convention mandate of 6 issues of The Socialist and whether the above schedule fit that mandate.

Motion (Susan Dorazio): Be it resolved that;
1)    Socialist Women will serve as the March/April and September/October issues of The Socialist.
2)    The Socialist Editorial Board will authorize the Women’s Commission to take responsibility for the March/April & September/October issues.
3)    Existing mandates on The Socialist will apply to the March/April and September/ October issues of Socialist Women.

The meeting broke for lunch @ 12:55 and reconvened at 2:25 pm, with Peter Moody chairing.

Wisconsin/ SPUSA relations
Jerry Stastny reported on the straw poll conducted by the SPWI. Of the 114 or so ballots sent out there were 21 responses. Of those returned seven were not SPUSA members. Of the seven non-SPUSA members two said they did not join because of cost, two said they were focused only on local work and three said they didn’t join because of action of the National Committee.

The committee discussed differences between the SPWI and the SPUSA and different interpretations of the role of the state and local organizations.

Motion: To table the Wisconsin discussion to the morning session on Sunday. Motion passed 14 Yes (Andrea Pason, Nan Pfefferle, Peter Moody, Doris Lake, Susan Dorazio, Myrtle Kastner, Anita Zeidler, Alice Kelsey, Beverly Brown, Jerry Levy, Greg Pason, Steve Sears, Marc Luzietti, Jerry Stastny) 1 No (Peter Diamondstone) and 1 Abs. Motion: To name Marc Luzzieti to the SPWI/ SPUSA Communications Committee, replacing Bill Stodden, who resigned. Motion passed 7 Yes (Andrea Pason, Jerry Levy, Peter Moody, Susan Durazio, Doris Lake, Greg Pason  and Steve Sears) and 4 Abs (Marc Luzietti, Eric Chester, Nan Pfefferle  and  Beverly Brown)

Presidential Campaign
The committee discussed the last Campaign Communications Committee meeting and discussed minutes by David Schaich and Brian Moore.

Eric Chester put forward a resolution in response to the Peace & Freedom primary and Stewart Alexander’s decision to remain on the presidential primary ballot.

Marc Luziett proposed an amended version (as follows):

1)    The national action committee is profoundly disappointed by Stewart Alexander’s decision to remain a candidate for the Peace & Freedom Party’s presidential nomination and not withdraw his name as other candidates have don. In doing so, Alexander violated the trust placed in him by the October Convention. He also confused Peace & Freedom voters as to the Socialist Party’s choice for the President.
2)    The national committee expects Stewart Alexander to immediately issue a public statement declaring that he is not a candidate for the Peace & Freedom presidential nomination and would not accept the nomination if offered.
3)    This motion shall be communicated to Peace and Freedom Party’s central committee so that PFP members are clear as to where the Socialist Party stands o the issue.
4)    The implementation of this resolution, and the resolution of the underlying issues, will entitle the 2008 Socialist Party campaign to move forward. Once this, the campaign coordinating committee with work closely with both candidates to ensure that they that they work together in cooperative fashion.

Motion: To pass the motion as amended. Campaign Website
Motion: To create a new presidential campaign website for the Socialist Party’s 2008  Presidential Campaign, which will meet all of the criteria in A and B below, and which will then be recognized and promoted by the Socialist Party as the official website for the Party’s 2008 Presidential campaign. The National Action Committee is empowered to name the webmaster.

a. The website will include reference to the Socialist Party as well as the names, pictures, and titles of both Socialist
Party Presidential Candidate Brian Moore and Socialist Party Vice Presidential Candidate Stewart Alexander at the top of the campaign website (preferably within the website banner image).

b. The website will include the biographies, favorable news coverage, press releases, and campaign statements from both Socialist Party Presidential Candidate Brian Moore and Socialist Party Vice Presidential Candidate Stewart Alexander (including past statements and coverage not currently featured on the presidential campaign website).

Nothing in this resolution will affect the structure of the Socialist Party Campaign Clearinghouse website, which serves as an informational resource on all Socialist Party electoral campaigns.

Campaign report
Brian Moore gave a report on the campaign and ballot access efforts. He reported  the website gets up to 1,200 hits a day, he’s received the names of 108 volunteers via his website and has raise a total of $7, 043.00.

The group discussed the results of the Communications Committee discussion meeting Saturday night. Jerry Stastny reported that he will present a resolution for the Socialist Party of Wisconsin convetion which will bring the state into compliance with the SPUSA national constitution.

Motion (Marc Luzietti): Whereas, The Socialist Party of Wisconsin, one hundred ten years ago helped to found the Social Democratic Party of America, and

Whereas, The Socialist Party of Wisconsin, helped to found the Socialist Party of America, in 1901, and

Whereas, The Socialist Party of Wisconsin, provided the Socialist Movement with the example and leadership of Frank Zeidler, and

Whereas, In 1973, The Socialist Party of Wisconsin helped to create the Socialist Party of the United States of America,

Therefore, Be it resolved, the National Committee of the Socialist Party of the United States of America both recognizes and celebrates the one hundred ten year history of the Socialist Party of Wisconsin and the special and unique contributions they have made to the socialist movement. On behalf of all the comrades of the Socialist Party of the United States of America, we thank you and we salute you.

Organizing Conference
The committee discussed the summer organizing conference mandated by the 2005 convention.

Matt Erard handed out a proposal by the Socialist Party of Michigan.

The group discussed the convention mandate that efforts be made to rotate the conference, especially since the last was in Detroit.

Motion (Peter Diamondstone): The National Committee’s first choice of location for the 2008 national organizing conference is California. If California cannot make an arrangement proposal by March 31st, the National Committee accepts the Michigan proposal.

Amendment (Beverly Brown): The National Committee meeting and Organizing Conference be combined. Amendment failed 5 Yes Beverly Brown., Nan Pfefferle, Eric Chester, Alice Kelsey and Marc Luzietti 7 No: Greg Pason, Doris Lake, Linda Randolph, Peter Diamondstone, Jerry Stastny, Peter Moody and Jerry Levy and 2 Abs: Myrtle Kastner and Steve Sears.

Substitute Motion (Eric Chester): To accept the Socialist Party of Michigan’s proposal to host the 2008 national organizing conference in Ann Arbor with the proviso that the conference be held in July. Motion passed 8 Yes: Susan Durazio, Eric Chester, Jerry Stastny, Myrtle Kastner, Jerry Levy, Peter Moody, Marc Luzietti and Alice Kelsey 4 No: Steve Sears, Peter Diamondstone, Beverly Brown and Greg Pason and 2 Abs: Nan Pfefferle and Doris Lake.

Motion: To create a 2008 national organizing conference planning committee of Matt Erard (as convener), Susan Dorazio, Sara Mc Clean, Beverly Brown, Kevin Kane and Walt Brown.  Motion passed unanimously.

Electoral
Amendment of the 2006 Electoral Motion

Matt Erard proposed a resolution to amend the 2006 National Committee resolution on Broad Left parties changing the requirement of official documentation.

Motion (Matt Erard):   Whereas existing SP policy already specifies that whether a broad left third party is likely to allow SP members to comply with the requirements of the 2005 National Convention’s Broad Left Third Parties Resolution is the primary basis on which broad left third parties are to be approved (Electoral Motion – June 2006 NC Meeting);

Whereas existing SP policy already specifies that the campaigns of SP candidates running on the ballot lines of approved broad left third parties automatically come under the Constitutional jurisdiction of the National Committee if they fail to meet the campaign requirements of the 2005 National Convention’s Broad Left Third Parties Resolution (Resolution on Candidate Policy Enforcement – June 2006 NC Meeting);

Whereas the requirement that potential broad left third parties provide official documentation to the SP that they will allow all SP members running on their ballot lines to comply with the requirements of the SP’s Broad Left Third Parties Resolution creates an arduous and unnecessary impediment  to the approval of new broad left third parties;

The Socialist Party amends the Electoral Motion of the June 2006 National Committee meeting to allow for the approval of broad left third parties likely to allow SP member candidates to comply with the 2005 Convention’s Broad Left Third Parties Resolution, regardless of whether “official documentation” on compliance with the SP’s requirements from such parties can be readily obtained. Motion failed. 4 Yes (Marc Luzietti, Jerry Stastny, Peter Moody and Myrtle Kastner 7 No Doris Lake, Steve Sears, Greg Pason, Andrea Pason, Peter Diamondstone, Susan Dorazio and Eric Chester and 2 Abs: Beverly Brown and Jerry Levy.

Broad Left Party Endorsement

The group discussed adding additional broad left parties to the existing list. Matt Erard proposed adding the Peace & Freedom Party of California.

Motion (Matt Erard): Whereas the California Peace & Freedom Party is a socialist party which includes Socialist Party members in it membership and;

Whereas the California Peace & Freedom Party is made up of an electoral coalition of various socialist and left groups and;

Whereas the California Peace & Freedom Party State Central Committee member has provided written documentation that that the campaigns of SP members running on the Peace & Freedom Party ballot line can comply with the requirements of the 2005 Socialist Party National Convention “Broad Left Third Parties Resolution”,

Be it resolved that the National Committee approves the California Peace Freedom Party under the National Convention Broad Left Third Parties Resolution.

Motion (Peter Diamondstone): To table the resolution on naming the Peace & Freedom Party of California as a pre-approved Broad Left Third Party. Motion passed 12 Yes (Greg Pason, Doris Lake, Marc Luzietti, Andrea Pason, Peter Diamondstone, Beverly Brown, Susan Durazio, Eric Chester, Jerry Stastny, Myrtle Kastner, Alice Kelsey and Jerry Levy) and 2 No (Steve Sears and Peter Moody).

Motion (Steve Sears): To direct the National Secretary to attend all Presidential Campaign Communications Committee phone conferences as an observer to take notes and report back to the National Committee and Party. Motion (Eric Chester): The National Committee expresses its concern with recent developments in the California Peace & Freedom Party. The National Committee instructs the co-chairs to contact chair of the Peace & Freedom State  Executive Committee to open up a dialogue to explore there concerns. The co-chairs will report back to the next meeting of the National Committee in August.

Substitute (Marc Luzietti): The National Committee instructs the co-chairs to contact the chair of the Peace & Freedom Party state central committee to open up a dialogue to explore our questions. The co-chairs will report back to the next National Committee meeting in August. Internal Party Business
Socialist Party of Pennsylvania
The group discussed the status of the Socialist Party of Pennsylvania and its current chair, Gabe Ross.

Matt Erard put forward a proposal on the status of the Pennsylvania state organization.

A motion to split and amend the motion into two parts was taken as friendly.

Motion: Whereas the Socialist Party of Pennsylvania chair Gabriel Ross is the General Secretary of both Social Democrats USA and the Socialist Party of America (now Social Democratic Party of America) and;

Whereas membership in the Social Democrats USA is officially incompatible with membership in the Socialist Party USA (National Convention Resolution);

Whereas membership in the group previously calling itself the Socialist Party of America (now Social Democratic Party of America) is officially incompatible with membership in the Socialist Party USA and;

Whereas the Social Democratic Party of America continues to falsely claim both the history and legal ownership of the Socialist Party and Young Peoples Socialist League (YPSL) names;

Be it resolved that the Socialist Party National Committee immediately revokes the membership of Gabriel Ross in the Socialist Party USA.  Motion passed 10 Yes (Doris Lake, Steve Sears, Andrea Pason, Greg Pason, Peter Diamondstone, Matt Erard, Susan Durazio, Eric Chester, Jerry Stastny and, Jerry Levy and 5 Abs. (Myrtle Kastner, Anita Zeidler, Alice Kelsey, Beverly Brown and Marc Luzietti).

Motion: Whereas current attempts of the Socialist Party of Pennsylvania leadership to organize a new party to supplant the Socialist Party has led the Socialist Party of Pennsylvania to become functionally inactive and without its own website or meetings and;

Whereas the Socialist Party of Pennsylvania State Executive Committee is currently limited to Chairperson Gabriel Ross and Greater Philadelphia Regional Representative Rob Tucker, and therefore does not meet constitutional requirements for a State Executive Committee;

Be it resolved that the Socialist Party National Committee:
1.    Suspends the charter of the Socialist Party of Pennsylvania.
2.    Retains the charter of the Greater Philadelphia Local – contingent on its ability and willingness to meet the Socialist Party Constitutional requirements for a Local Executive Committee by the next National Committee meeting.
3.    Directs itself, the National Action Committee and the National Office to make their best faith efforts to work with Socialist Party USA members in good standing in the Pennsylvania and assist with the reorganization of the Socialist Party of Pennsylvania at the earliest possible date.

SP-Members E-Mail List Rules
The group discussed Party’s the e-mail list, whether the Party should censor or control the list and how to both control content and maintain an unmoderated list.

Motion: To establish the following updated rules for the Socialist Party Members E-Mail List.
1)    Insults, ad hominem attacks, racist, sexist or heterosexist posts are not allowed.
2)    Implicit or explicit threats of violence will not be tolerated.
3)    First offense will result in poster being warned.
4)    Second offense will result in the user being banned.
5)    Persistent use of personal abuse will lead to the revocation of the use of the list.

Every Socialist Party member in good standing will receive an email invite to join the list. This invite will include instructions on how to join the digest mode to receive fewer daily emails.

A three member panel will be set up by the NC to apply the rules. Motion passed (chair rules clear majority)

Motion: To elect a SP Members E-Mail List Oversight Committee of William Wharton, Steve Sears and Beverly Brown. Motion passed (chair rules clear majority)

Staff Salary
Motion: To raise the National Secretary’s salary to 40 paid hours a week.
The motion was withdrawn with the agreement that the issue would be discussed by the Finance Committee.

Chicago Reorganization
Greg Pason reported that Art Kazar has been working to reorganize the Chicago Local. The Local held a meeting and elected Art Kazar as Chair, Janet Miller as Secretary and Kevin Kane as Treasurer, but since Kevin Kane was already a member of the Socialist Party of Wisconsin, and part of the SPWI/SPUSA Communications Committee, a mail ballot was held. The results were to elect Art Kazar as Chair, Janet Miller as Secretary and Charles Paidock as Treasurer.

Motion: To lift the suspension of the Chicago Socialist Party based on their election of a functioning Local Executive Committee. Motion passed unanimously

Mississippi & South Carolina
Walt brown requested that the NC re-consider a charter for Mississippi and agreed to work on building local and state organizations in Mississippi and South Carolina.

Anti-War Discussion
The committee discussed the role of the SPUSA in United for Peace & Justice and broader anti-war work.

Motion: 1) To endorse the Iraq War Moratorium and encourage local to advocate that local Moratorium actions target their demonstrations at the offices of local congressional representatives or Senators who do not call for the immediate withdrawal of all troops from Iraq. 
2) To create an Anti-Imperialist Committee to help coordinate Iraq War Moratorium and other related work. The National Committee asks that each local and state organization select a representative for this committee. This Committee is empowered to select a convener. Motion passed unanimously.

Motion: To encourage locals to endorse the Iraq War Moratorium and create an Anti-Imperialism Committee and ask one representative from each state and/or local. Motion passed unanimously.

Motion: To endorse the Cleveland Anti-War conference and encourage national officers and members to attend. Motion passed unanimously.

Other Business/ Announcements
Motion: To authorize the National Action Committee to disburse SNC funds in between March 2nd and the next NC. Motion passed unanimously.

Walt and Beverly Brown announced that Jobs w/ Justice will be holding a conference in Washington DC and asked if the NC objected to him representing himself as a Socialist Party representative. The NC agrees that Walt was welcome to do so and that DC area members were also invited to attend.

Meeting adjourned at 6:00 pm with the singing of The International.
